Some menu items do not respond when a lot of menu items are added
Reproduction steps:
1. Open the attached “BugRepro” project
2. In the menu bar at the top of the Editor, select “File” and then “Build Settings…”
Expected result: The Build Settings window opens
Actual result: Nothing happens
Reproducible with: 2021.3.39f1, 2022.3.34f1, 6000.0.6f1
Reproducible on: Windows 11
Not reproducible on: No other environments tested
Notes:
- Testing was done with around 4000 menu items
- Affected menus are: File, Component, Services, Window, Help
