Some enums from flag enum are not shown in the dropdown menu if it has a specific order
How to reproduce:
1. Open the attached “ItemsOrders.zip” project
2. Open “SampleScene” Scene
3. In the Hierarchy window, select “GameObject” GameObject
4. In the Inspector window, open the “A” dropdown and observe the result
Expected result: There are 6 items
Actual result: There are 3 items
Reproducible with: 2022.2.0a9, 2022.2.21f1, 2022.3.3f1, 2023.1.2f1, 2023.2.0a21
Not reproducible with: 2021.3.27f1, 2022.2.0a8
Reproduced on: macOS 13.2.1 (Intel)
