Skybox material cannot be assigned to an object by dragging directly on to the object in the Hierarchy
Reproduction Steps:
1. Open attached project.
2. Open "Test" scene.
3. Select "Cube" in Hierarchy.
4. Drag "Skybox" to the Mesh Renderer property "Element 0" in Inspector.
5. Observe that it becomes assigned to the property.
6. Drag "Skybox" material to "Cube" in Hierarchy.
7. Observe that the same result is not reproduced.
Expected result: "Skybox" is automatically assigned to the "Element 0" property, similar to any standard material.
Actual result: "Skybox" can only be assigned manually by dragging it to the "Element 0" property.

Resolution Note:
This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix. We understand that this will cause problems for some users, and fully intend for an existing, or forthcoming upgrade to provide the solution that you need.
