Skybox cubemap cannot be changed in HDRP
To reproduce:
1. Create a new project with HDRP template
2. Create a new material
3. Assign the new material as the Skybox Material in the Lighting settings
4. Observe that the Skybox Material resets to default Skybox/Cubemap material
Expected: the Skybox Material doesn't reset
Reproduced in 2018.1.0b10, 2018.1.0b13 ,2018.1.0f1, 2018.2.0b2
Could not reproduce in 2018.1.0b9
