[Shuriken][SceneView] Particle simulation in Scene View is based on "Fixed Timestep"
Reproduction steps(GIF attached):
1. Open attached "New Unity Project 20" project.
2. Open "1" scene.
3. Click on "Particle System" game object in the hierarchy.
4. Click Simulate.
5. Notice choppy rendering of the particles.
6. Click play.
7. Notice that particles are rendered smoothly.
8. Go to "Edit > Project Settings > Time" and change "Fixed Timestep" to 0.02.
9. Repeat steps 3 and 4.
10. Notice that particles are rendered smoothly.
Regression introduced in 5.3.
