[Shuriken] Negative scale on billboards does not make any changes to the look
Steps to reproduce:
1. Download and import attached project.
2. Open scene: test_2_Quads
3. Press play
4. Inspect particles (Top row), and quads (Bottom row).
Expected result: Top and bottom rows are identical.
Actual result: For particles (Top row), billboards are not correctly scaled negatively.
Reproduced on: 5.4.0b16, 5.3.4f1, 5.2.4f1

The issue differs depending on which particle render mode you are using:
Billboard particle: simulation space=(any); scaling mode=hierarchy
Mesh particle: simulation space=world; scaling mode=hierarchy
Also if scale values of all axes are not identical, billboard particle looks wonky when the camera is rotating.
