Shortcuts can't be set to "Mouse 0"
How to reproduce:
1. Create a new Unity project
2. Click Edit → Shortcuts
3. Double-click on any tool to assign a new shortcut
4. Click the left mouse button
Expected result: “Mouse 0” is assigned as a new shortcut
Actual result: Nothing is happening, and “Mouse 0” can’t be assigned
Reproducible with: 2023.1.0a17, 2023.1.4f1, 2023.2.0a5
Not reproducible with: 2022.3.5f1, 2023.1.0a16, 2023.2.0b1
Couldn’t test with: 2021.3.28f1 (Different shortcut system)
Fixed in: 2023.2.0a6
Reproducible on: Windows 11 Pro, macOS Ventura 13.4.1 (M1)
Note: Key combinations involving “Mouse 0” can’t be set too (e.g., “Alt + Mouse 0”)

Resolution Note (fix version 2023.1.9f1):
Thank you for bringing this issue to light. It has been fixed for 23.1 LTS and should be fixed for any other version with the new shortcut system. Until the fix lands, it is also possible to double click on an entry in the shortcuts window (Edit -> Shortcuts) and left mouse click on that same entry, outside of the field, to assign it to Mouse0.
