[Shortcut Manager] Viewport camera can't be moved when trying to navigate it in the Scene view while particle system is selected

To reproduce:
1. Open any project
2. Create a particle system
3. While particle system is selected, try moving in Scene view (WASD)

Expected: scene is being navigated with keyboard input
Actual: while particle system game object is selected, scene view cannot be navigated with keyboard

Reproduced in: 2018.2.0a6
Not reproduced in: 2017.3.1p4, 2018.1.0b12, 2018.2.0a5

Note: viewport camera can still be rotated
