[Shortcut Manager] Redo can no longer be used when setting Layout to Default
To reproduce:
1. Open any project
2. (Optional) Check Undo/redo functionality
3. Set the layout to default Window->Layouts->Default
4. Check Undo/redo functionality by changing anything in the scene and attempting methods mentioned
Expected: Redo restores the undone changes
Actual: Redo is greyed and cannot be used until restarting the Editor
Reproduced in: 2018.2.0b10, 2018.2.6f1, 2018.3.0a5
Not reproduced in: 2017.1.5f1, 2017.2.3p4, 2017.4.10f1, 2018.1.9f2, 2018.2.0b9, 2018.3.0a6
