Shift+Space in Behavior doesn't maximize the window when docked.
Steps to reproduce:
1. Open a project with Behavior package (add it if needed, com.unity.behavior)
2. Open a Behavior Graph by double clicking on it (You need a Behavior Graph. either import the sample, or right click inside the project window -> Create -> Behavior - > Behavior Graph
3. Dock the window.
4. Use Shift+Space shortcut.
Actual results:
The add node pop-up shows up.
Expected results:
The window should maximize to full size.
