[Shadows] Point light shadows hardcoded bias lead to peter panning
How to reproduce:
1. Open the attached project and "bug_1" scene in it.
2. Observe cube shadow with some offset from the cube edge (Cube shadow.png).
3. Select Spotlight lighting in the Hierarchy window and change Spot Angle to 175 or more.
4. Notice how shadow is striped (Shadow strips.png).
