Shadows appear/disappear depending on the Camera rotation when the Fog Mode is set to 'Exponential' or 'Exponential Squared'
How to reproduce:
1. Open the user's attached project
2. Open 'SampleScene' and enter the Play mode
3. Hold the right mouse button in Game View and move the mouse to look around
Expected result: Shadows do not appear/disappear when the Camera rotates
Actual result: Shadows appear and disappear depending on the Camera rotation
Reproducible with: URP 7.3.1, 7.5.1 (2019.4.13f1), 8.2.0, 9.0.0-preview.55 (2020.1.10f1, 2021.1.0a1), 10.0.0-preview.26 (2020.2.0b8, 2021.1.0a1)
Cannot test with: 2018.4.28f1 (no URP package available)
Note:
-does not reproduce with HDRP and Built-in Render Pipeline
-does not reproduce when using Plane as the 'Floor' object
