Shadowmask Lightmap casts a shadow all over the Terrain object when using Deferred rendering path

How to reproduce:
1. Open the user's attached project "URP empty project.zip"
2. Observe Scene/Game View

Expected result: Baked Shadowmask Lightmap correctly represents the shadow on the Terrain object
Actual result: A shadow is cast on the whole Terrain object disregarding the baked Shadowmask

Reproducible with: 12.1.7 (2021.3.6f1), 13.1.8 (2022.1.7f1), 14.0.3 (2022.2.0b1), 15.0.0 (2023.1.0a3)
Could not test with: 10.9.0 (2020.3.36f1) (Deferred rendering is unavailable)

Reproducible on: Windows 10
