Shadow disappears with oblique projection matrix, fix for case 686520 doesn't help
Reproduction steps:
1) Open attached project "ObliqueProjectionShadows"
2) Open Assets/Problem/Problem scene
3) Enter play mode
--- Observe shadow disappear
Note:
This project already has a fix for case 686520 applied, but it doesn't help

I was also using the 686520 fix in 5.4.0b9, but now that I have moved my project to 5.4.0f3 the fix no longer works.

Resolution Note:
Going forward, issues related to realtime rendering (including realtime shadows) should be addressed to the corresponding SRP team. This issue will not be fixed in the built-in RP.
