[ShaderGraph] "ValidationConfig.json has no meta file" error appears when installing Shader Graph package
Reproduction steps:
1. Open attached project "New Unity Project"
Expected result: No errors appear in the Console
Actual result: "Asset Packages/com.unity.shadergraph/ValidationConfig.json has no meta file, but it's in an immutable folder. The asset will be ignored." error appears
Reproducible with: 2020.1.3f1, 2020.2.0a21 (9.0.0-preview.55)
Not reproducible with: 2018.4.26f1 (4.10.0-preview), 2019.4.9f1 (7.4.3), 2020.1.3f1, 2020.2.0a21 (9.0.0-preview.34, 10.0.0-preview.27)
