[Shadergraph] Searcher has no vertical scroll bar
Reproduces in version of SPR packaged with 2021.2.0b1.3029
Repro steps:
1. open the searcher
2. open the category: "Input"
Expected result: a vertical scroll bar appears
Actual result: there is no vertical scroll bar
