[Shadergraph] Resize bounds for blackboard and graph inspector are too small
Doesn't happen on the SRP built into Version: 2021.2.0a13.1875
Happens on Master (16cf93639d)
Repro steps:
1. Create a shadergraph
2. Try to resize the blackboard
Expected result: the resize bounds are big enough that doing so is easy
Actual result: the resize bounds are only 1 or 2 pixels in thickness making it hard to resize the blackboard or graph inspectors
