[ShaderGraph] Blackboard has redundant scrollbar when no properties created
*Steps to reproduce:*
# Open a Unity URP project
# Create a new Shader Graph asset in your assets via Create > Shader Graph > URP > Lit Shader Graph
# Open your new Shader Graph asset by double clicking on it
# If it is not already, toggle on the Blackboard
*Actual results:*
The Blackboard pane has a scrollbar that isn't needed

Adding a property will make it go away.

*Expected results:* The blackboard does not have a scrollbar when there are no properties.
