Shader Variants are missing when shadows are enabled and "Transparent Receive Shadows" is disabled.
*Steps to reproduce:*
1. Create a URP project + scene with shadows enabled in asset and Transparent Receive Shadows disabled on the renderer.
2. Open Project Settings / Player and enable Strict Variant Matching
3. Build and run the project
4. Notice errors in the build about missing variants

Errors displayed on screen.
*Expected results:*
No errors displayed on screen.
