Shader Graph performs Depth Test before Vertex Displacement Causing Artifacts
How to reproduce:
1. Open attached project "WaterTest - Copy.zip" and scene "WaterTestScene"
2. Observe Scene view water and foam around objects
Expected result: the foam with vertex displacement looks normal
Actual result: the foam with vertex displacement has artifacts, looks like vertex displacement is done after the foam effect
Reproducible with:2019.3.0a12 (7.0.1)
Could not test with: 2017.4.31f1, 2018.4.6f1, 2019.1.14f1, 2019.2.1f1 (probably due to the new Screen)
