[Shader Graph] Heading of property window hides when dragging property window vertically
The title bar of property window in a shader graph hides or clips when it's expanded beyond the length of the window and dragged vertically. Additionally, artifacts appear on moving the window horizontally when the header is hidden
Steps to Repro:
1. Open attached project
2. Open PropertyTest Shader Graph from Project window
3. Maximize Shader Graph
4. Expand the property window beyond the screen length
5. Click on its header and drag it vertically
Actual Result:
1. Header disappears behind the window header
2. Additionally, artifacts appear on moving the window horizontally when the header is hidden
Note: Artifact bug is not occurring in 2019.2.0b8
Expected Result:
User shouldn't be able to expand property graph beyond the window length or Header should not move after the window is expanded

Environment Used:
