Shader fails to compile when using Windows 7
Reproduction steps:
1. Open the attached project
2. Open the Scene in Crest\Crest-Examples\Main\Scenes\main
3. Enter Play mode
Expected result: The water shader is compiled and renders properly
Actual result: The water shader fails to compile and renders pink
Reproducible with: 2020.2.0a21, 2020.2.7f1, 2020.3.1f1, 2021.1.0f1, 2021.2.0a9
Not reproducible with: 2019.4.22f1, 2020.2.0a20
Could not test with: 2018.4.32f1 (That Crest version only supports 2019.4 and up), 2020.1 (Package manager server error on Win7)
