Shader Error when creating a Visual Effect Graph

Repo steps:

  1. Open Core Unity Scene
  2. Open Window > Package Manager
  3. Check Visual Effect Graph is installed
  4. Right click the Project Menu
  5. Click Create > Visual Effects > Visual Effect Graph
  6. Name the Graph anything > Double Click Graph in Project Menu
  7. Observe Console

 

Expected Result: No Errors in Console 

Actual Result: Shader Error appears in the console

Reproducible with: 2020.3.46f1

Not Reproducible with: 2021.1.0a1, 2021.2.19f1, 2021.3.21f1, 2022.2.12f1, 2023.1.0b9, 2023.2.0a8

Platforms tested: Win 10, Win 11

Shader error in 'Hidden/VFX/New VFX/System/Output Particle Quad': redefinition of 'PackHeightmap' at (111)/Library/PackageCache/com.unity.render-pipelines.core@10.10.1/ShaderLibrary/Common.hlsl(1202) (on d3d11)
