Shader error in 'Hidden/VFX/VFX_BubblesStream/Simple Loop/Render Quad' breaks VFX in the HDRP Water Sample and some gameObjects are displayed without Shaders
*Steps to reproduce:*
1. Create an HDRP Project
2. Import the Water Samples Project from the Package Manager for HDRP
3. Open Scene "Underwater" and select "VFX_BubblesStream" in the Hierarchy
*Actual results:* Error "Shader error in 'Hidden/VFX/VFX_BubblesStream/Simple Loop/Render Quad': redefinition of '_UnderWaterSurfaceTransform_Inverse' at sample/Library/PackageCache/com.unity.render-pipelines.high-definition/Runtime/Water/ShaderVariablesWater.cs.hlsl(34) (on d3d11)" logged when opening the Scene, several gameObjects use broken shaders and are displayed without them in the "Underwater" Scene
*Expected results:* All template Shaders are up to date with the latest HDRP Version
*Reproducible with versions:* 6000.0.0b15 (HDRP 17.0.3)
*Not reproducible with versions:* 2021.3.37f1, 2022.3.25f1, 2023.2.18f1, 6000.0.0b14 (HDRP 17.0.2)
*Tested on (OS):* Windows 11
