Settings Menu in Paint Trees Section is missing when there are no Trees defined
How to reproduce:
1. Open the attached "TestFor1057529.zip" project's SampleScene
2. Select Terrain GameObject from the Hierarchy
3. In the Inspector window observe that there is no Settings Menu in Paint Trees Section
Expected result: Paint Trees Section has Settings Menu even if there are no trees defined
Actual result: Paint Trees Section doesn't have Settings Menu when there are no trees defined
Reproducible with: 2017.1.4p2, 2017.2.3p1, 2017.4.7f1, 2018.1.9f1, 2018.2.0f2, 2018.3.0a5
Note: Paint Texture and Paint Details Sections have Settings Menu even when there are no terrain textures or Detail Objects defined
