Selecting "Rename" from top-level menu doesn't trigger rename action on selection in Project window
How to reproduce:
1. Open or create a project
2. Select/Create any file/asset in the Project window
3. From Unity's top-level toolbar select "Edit" > "Rename"
Expected result: Rename action triggers
Actual result: Rename action does not trigger
Reproducible with: 2019.4.38f1, 2020.3.33f1, 2021.2.19f1, 2021.3.0f1, 2022.1.0b16, 2022.2.0a10
Note: Not reproducible when selecting Rename from the contextual menu and using a hotkey
