Select Preset Window Dropdown Menu animation freezes or stops repainting before animation is complete
*Steps to reproduce:*
1. Open or create any Project
2. Create a Cube GO in the Hierarchy and open the "Select Preset" Menu from the Inspector for the "Box Collider" Component
3. Create a new "Box Collider" Preset and open the Menu again
4. Select the created Preset and enable the Inspector (f4) for this Menu
5. In this Menu Inspector collapse and expand the dropdown menu for "Layer Overrides" without moving the cursor
*Actual results:* The Dropdown Menu doesn't fully collapse or expand unless the window is repainted
*Expected results:* The Dropdown Menu animation finishes without the need for the user to move the cursor for it to repaint
*Reproducible with versions:* 2023.1.0b9, 2023.1.20f1, 2023.2.13f1, 2023.3.0b10
*Not reproducible with versions:* 2021.3.32f1, 2022.3.21f1, 2023.1.0b8
*Tested on (OS):* Win11
