Secondary normal map doesn't affect model at all
Steps to reproduce:
1) Download and open attached project "brokenNormalMap.zip"
2) Open scene "Main"

Expected: Secondary normal map is seen as details on the said surface https://gyazo.com/dae41e6d903a8a75463b4642826d3a35
