Second Hierarchy window is focused when creating object in main Hierarchy
Steps to reproduce:
1. Create new project
2. Open second Hierarchy window
3. Hide second Hierarchy window (attached to Scene/Game window block and focus Game window)
4. Create an object in main hierarchy
Expected results: second Hierarchy window stays hidden
Actual results: second Hierarchy windows shows up
Reproduced with: 2018.1.0a5, 2017.3.0b10, 2017.2.0p2, 2017.1.2p3, 5.6.4p2, 5.5.4p4
