[Search] Empty special search provider are shown even if they cannot have any result
Repro steps:
1. Open a project with txt files
2. Bind a shortcut to Help/Search/Find Files (i.e. ALT+1)
3. Open QS using ATL+1
4. Search for `*.txt`
Result: The Files search tab show empty with 0 result (but it cannot have any)
Expected: Only the Project search tab should show up.
