[ScrollRect/ScrollBar] UI ScrollRect/Bar does not work properly when Canvas plane distance is very short
To reproduce:
1) Open attached project and scene in it
2) Make sure Canvas Plane Distance is something extremely small - 0.0000001, epsilon, or zero are valid examples
3) Play in Editor
4) Notice that ScrollBar cannot be dragged even though it reacts to pressing/hovering over it. The only way to scroll the content is with mouse wheel
5) Build for Mobile (Android and iOS tested)
6) Notice that neither ScrollBar nor dragging the image works at all
DUT: HTC One X (Android 4.2.2)
