ScrollRect elasticity causes many unnecessary imperceptible position changes and cannot be clamped
Steps to reproduce:
1. Open attached "ScrollRect.zip" Unity project
2. Enter Play mode
3. Click on the Scroll View content in Game view and drag it to the edge of the screen
4. Observe Console
Expected results:
ScrollRect.onValueChanged event listener stops being called when the Scroll View content comes to a perceived stop
Actual results:
ScrollRect.onValueChanged event listener keeps being called for a while after Scroll View content comes to a perceived stop due to minuscule changes to Scroll View content position
Reproduced in: 2018.2.0a5, 2018.1.0b12, 2017.4.0f1, 2017.3.2f1, 2017.2.2p1, 2017.1.3p2, 2017.1.0a1
