Scrolling with the mouse is logged as a mouseDown event when the project is deployed on UWP
How to reproduce:
1. Open the attached project “MouseScrollUWP_Issue.zip”
2. Build And Run the project for UWP
3. Use the mouse wheel to scroll
Expected results: scrollWheel event is logged
Actual results: mouseDown event is logged
Reproducible with: 2021.1.0b2, 2021.3.13f1, 2022.1.23f1, 2022.2.0b15, 2023.1.0a19
Not reproducible with: 2020.3.41f1, 2021.1.0b1
Reproducible on: Windows 10
