[ShortcutManager] Scrolling occurs when using a shortcut with "Wheel Up" or "Wheel Down" on a selection command in a scrollable Hierarchy window
How to reproduce:
1. Open the attached “IN-94572” project
2. Open the “_scene 1” Scene
3. In the Hierarchy window make sure the “_scene 1” Scene and the “_scene” SubScene are expanded
4. Select the “Main Camera” GameObject in the Hierarchy window
5. Hold the “Ctrl” key and scroll the mouse downwards
6. Observe the Hierarchy window
Expected result: The selected GameObject switches from “Main Camera” to “Directional Light”
Actual result: The Hierarchy window scrolls
Reproducible with: 6000.0.38f1, 6000.1.0b6, 6000.2.0a3
Could not test with: 2021.3.48f1, 2022.3.58f1(Wheel Up and Wheel Down Shortcuts do not exist)
Reproduced on: Windows 11
Not reproduced on: No other environment tested

Thank you for reporting a bug to Unity.
We have reviewed the issue carefully, and in this case, the team is unable to prioritize fixing this bug. There are a number of reasons we make this decision, including the impact and severity of the issue across our user and customer base, and the possibility that future plans may solve the problem in a different way, or that a workaround for the bug may be available.
We know that there are some limitations around the use of the Mouse Wheel as a shortcut. However, we cannot override the default behavior of the different Editor Windows scrollbars in the Editor to handle the use case you are reporting.
