Scrollbars in various parts of the Editor are not functioning when clicking an empty scroll area
How to reproduce:
1. Create a new Unity project
2. In the Hierarchy window create a large list of GameObjects so that the Hierarchy window could be scrolled
3. Attempt to adjust the scrollbar position by clicking an empty scroll area
Expected result: the scrollbar position changes
Actual result: the scrollbar stays in place
Reproducible with: 2019.3.0a3, 2019.3.0a6
Not reproducible with: 2017.4.28f1, 2018.4.2f1, 2019.1.6f1, 2019.2.0b6, 2019.3.0a2
Notes:
Tested and reproduced with Hierarchy, Project, Add Component list scrollbars. Not reproducible with the Inspector scrollbar
