Scroll view & rect can only be scrolled by visual contents
To reproduce:
1. Open attached project
2. Open scene Scroll View
3. Enter play mode
4. Try scrolling the vertical bar on the left - it can only be done by clicking the sprites, whereas it should be possible to scroll anywhere inside the rect
