Scroll Rect's content's position changed in every frame, causing UI rebuilding, decreasing FPS
To reproduce:
1. Open the attached project
2. Select the "Content" UI object under Canvas/ScrollRect
3. Observe the Rect Transform changing its Y position
Expected result: Rect Transform does not change in any way
Actual result: Rect Transform keeps changing its Y position as well as decreasing FPS
Reproduced with: 2017.3.0b4, 2017.4.4f1, 2018.1.2f1, 2018.2.0b6, 2018.3.0a1
Not reproduced with: 2017.2.3f1, 2017.3.0b3
Regression started in: 2017.3.0b4
