Scroll Rect won't scroll when manually move the scrollbar's value slider in the inspector
To reproduce:
1.Open the attached project, ( it is 4.6RC1 demo project by Unity)
2. In 'Scenes' folder open the 'Control' scene and play the scene.
3. In the hierarchy select Canvas -> ScrollView -> ScrollbarVertical
4. In the inspector, slide the 'Value' slider of Scrollbar component.
5. You can see in the game view the scrollbar itself is moving properly as you slide, but the content will not move.
