Scroll bar in Animator window resets to top when making changes to layers
How to reproduce:
1. Open the attached “IN-94495” project
2. Open the “SampleScene”
3. In the Animator window, scroll to the bottom and change the weight or name of the last layer
4. Observe the result
Expected result: The Animator window remains focused on the layer changed
Actual result: The Animator window resets to the top of the screen
Reproducible in: 2022.3.57f1, 6000.0.37f1, 6000.1.0b5, 6000.2.0a3
Reproducible on: Windows 11
Not reproducible on: No other environments tested
