Scripting Define Symbols changes are not applied when Apply is clicked on SDS Have Been Modified window when entering Play mode
Reproduction steps:
1. Open attached project "ScriptDefine2020.zip"
2. Open Project Settings > Player section
3. In the Scripting Define Symbols, add "TEST" (without clicking Apply button)
4. Enter Play Mode
5. In the "Scripting Define Symbols Have Been Modified - Do you want to apply changes?" Click Apply
Expected result: Changes are applied
Actual result: Changes are not applied
Reproducible with: 2020.3.5f1, 2021.1.5f1, 2021.2.0a15
Does not reproduce with: 2019.4.30f1
Could not test: 2018.4 (no Scripting Define Symbols section)
