ScriptableRenderPipeline inspector UI crashes when a ScriptableRenderFeature is not in a namespace
Steps to reproduce:
1. Open User-supplied project (in 'Edit')
Expected: No errors
Actual: "NullReferenceException: Object reference not set to an instance of an object" errors in the console
Reproduced in: 2019.1.0f2, 2019.2.0a11
Note: 2018.3.13f1: could not test due to everything breaking
