[SRP]_ScreenParams gives frame buffer size instead of current RT size
To reproduce:
1) Open re-attached project and scene
2) Open Frame Debugger
3) Enable it
4) Check "Draw Mesh Cube" event
Expected: Render Target's size is shown in _ScreenParams
Actual: Frame Buffer's size is given instead
Changing the downsampling factor or cube's parameters doesn't change _ScreenParams value
Reproduced in 2017.1.0f3, 2017.1.1f1, 2017.1.2p1, 2017.2.0b2, 2017.2.0f3, 2017.3.0b6, 2018.1.0a2
