[SceneView] Rotate manipulator axis highlight does not work in some cases of looking almost parallel to the axis plane
How to reproduce:
1. Create a new project
2. Select any GameObject
3. Select Rotate manipulator
4. Slowly move the mouse cursor perpendicular to the Y-axis
Expected result: Y-axis selection zone is continuous
Actual result: Y-axis selection zone is not continuous
Reproducible with - 2020.1.0a24, 2020.2.3f1, 2021.1.0b3, 2021.2.0a2
Not reproducible with - 2018.4.30f1, 2019.4.17f1, 2020.1.0a23

This bug still isn't fixed in 2021.1f1.
