SceneManagerSetup::IsValid returns true for setup which has active scene unloaded
Steps to reproduce:
1. Open attached project.
2. Execute menu item: BUG->ShowBug (several times) (it tries to RestoreSceneSetup)
Expected result: Exception should be thrown, since SceneSetup built there is invalid (Active scene is not loaded)
Actual result: IsValid fails to detect it. Tries to restore scene setup, instead of it, opens all scenes in additive.
