Scene with a Camera and Directional Light uses 20 % of the GPU in Build when VSync Count is set to "Every V Blank"
How to reproduce:
1. Open a new project
2. Go to File -> Build And Run
3. Open the Task Manager
4. Observe the Player's GPU usage
Expected result: GPU usage is around 5 %
Actual result: GPU Usage is around 21-23 %
Reproducible with: 2018.4.28f1, 2019.4.13f1, 2020.1.10f1, 2020.2.0b8, 2021.1.0a1
