Scene View shows unrelated tools settings when LightingData Asset is selected
How to reproduce:
1. Open the user attached "NativeLightCrashRepro.zip"
2. Select the "LightingData.asset" Asset (in folder Assets/Scenes/Main)
3. Open the Scene View
Expected result: Only relevant tools for Lighting appear, or no new tools appear
Actual result: Multiple non-working tools appear in the ToolBar
Reproducible with: 2021.3.1f1, 2022.1.0a16, 2022.1.0f1
Not reproducible: 2022.2.0a1
Couldn't test with: 2019.4.38f1, 2020.3.34f1 (The necessary ToolBar was not yet implemented)
