Scene View flickers when the Game View Tab is docked next to the Scene View Tab and graphics API is set to Direct3D11
Steps to reproduce:
1. Create a new project
2. Dock the Game View Tab next to the Scene View Tab
3. Move the mouse over the Scene View and other Windows
4. Observe the Scene View
Expected result: There are no flickers in the Scene View
Actual result: The Scene View flickers
Reproducible in: 2022.1.0a1, 2022.3.60f1 6000.0.44f1, 6000.1.0b12, 6000.2.0a7
Reproducible on: Windows 11
Not reproducible on: No other environment tested
Note: Does not reproduce on Direct3D12
