Scene View can't decide which Scroll View to preview when there are multiple canvases in a scene
Reproduction Steps:
1. Import attached project.
2. Open "TestUI" scene.
3. Move around in the Scene View.
Expected results: Only one Canvas is previewed in Scene View.
Actual result: Scene View keeps interchanging Canvases to preview. (GIF attached)
Note: When both Scroll Views have images, one becomes statics, while the other flickers. (GIF attached)
Reproducible with: 5.5.3p2, 5.6.0p4, 2017.1.0b4
Note: Doesn't seem to reproduce on all machines.
