Scene view Camera cannot be moved with WASD/QE keys when the Right Mouse Button is held down and the Mouse is not moved
How to reproduce:
# Create a new project
# Hold the Right Mouse Button in the Scene view
# Try using WASD/QE keys to move around the scene
Expected result: The Scene view Camera can be moved around without moving the mouse, with the Right Mouse Button held down, first
Actual result: The Scene view Camera can be moved around only after moving the mouse, with the Right Mouse Button held down, first
Reproducible in: 2023.2.0b18, 2023.2.3f1, 2023.3.0a17
Not reproducible in: 2021.3.33f1, 2022.3.15f1, 2023.2.0b17
Reproduced on: Windows 11 Pro
Not reproduced on: No other environment tested

Please, for the love of god, backport this to 2023.2. I can't imagine something as simple is this can be a huge amount of work.
This is an absolute QoL nightmare. There is no way around this, it's a core feature that pretty much every developer has to work with and constantly fight the muscle memory that has been built over years.
