[Scene View] Blue highlighted window appears in the background of Toolbar or Tool setting window in the Scene view
In the scene view, a Blue highlighted window appears in the background of the Toolbar or Tool setting window on dragging it from its position.
Steps to Reproduce:
1. Create a New Project
2. Scene View > Drag any Toolbar or Tool setting window from its position
3. Observe a Blue highlighted background window appear
Actual result:
Blue highlighted background window appears on dragging any Toolbar or Tool setting window.
Expected result:
Blue highlighted background window should not appear.
